I think that the most outstanding feature of this work is the use of lighting. The contrast between the blue tones and the tiny white sparkles really creates a happy, magical mood. The little fish here and there also add splashes of colour to keep it from seeming monotone. The lines in the hair, the contrast of skin tones, and the texture of the tail do bring out a sense of three dimensions in this work. The mermaid certainly does pop out of the background in that regard.

Although the bubbles and the sparkles give the art a great effect and frame the mermaid. It feels to me as they are overused and crowding the canvas, taking away from the focus. Another thing I noticed is that the mermaid's tail has too different of a feel to it compared to the rest of the work since that scaly texture is rather strong.
